However, at the same time, the innovation capacity of the environmental protection equipment manufacturing industry is not strong, the low-end homogeneous competition of products is serious, and the application and popularization of advanced technology and equipment are difficult.It is very necessary to lead the high quality development of environmental protection equipment industry by giving play to the demonstration and leading role of standard enterprises.
A few days ago, ministry of industry and information technology issued "standard conditions of environmental equipment manufacturing industry (sewage treatment)" and "standard conditions of environmental equipment manufacturing industry (environmental monitoring instruments)" (hereinafter referred to as "standard conditions").Through the implementation of the "standard conditions", to guide the industry enterprise standard production, standard management, strengthen technology innovation, drive the enterprise product quality and standardization degree, improve the enterprise management benefit, guide the social capital to the advantage of enterprise cluster, promote the enterprises in the industry structure, the optimization of product structure, vigorously promote the application of advanced equipment, supply side to promote environmental protection equipment manufacturing industry reform, promote the competitiveness of the industry.
The standard conditions are applicable to all sewage treatment equipment manufacturers, sewage treatment engineering enterprises and environmental monitoring instrument enterprises within the territory of the People's Republic of China.Among them, sewage treatment enterprises in the standard conditions of sewage treatment industry include sewage treatment equipment enterprises and sewage treatment engineering enterprises.Sewage treatment equipment enterprises refer to the enterprises producing specialized equipment, complete sets of equipment, parts and components and materials (hereinafter referred to as equipment enterprises) used in urban sewage, industrial waste water, rural sewage, livestock and poultry breeding waste water treatment and water body restoration.The enterprise of sewage treatment engineering refers to the enterprise that relies on its own technology and forms complete sets of equipment to realize sewage treatment effect through the assembly of outsourcing, outsourcing equipment and materials and agents (hereinafter referred to as the engineering enterprise).
The environmental monitoring instruments referred to in the standard conditions refer to the special instruments used in the monitoring and laboratory analysis of atmospheric environment, water environment, soil environment, solid waste, environmental biology, environmental radioactivity and environmental noise and the software systems necessary for their application.
The standard conditions set out the requirements for wastewater treatment and environmental monitoring equipment manufacturing enterprises from eight aspects, including basic requirements of enterprises, technological innovation ability, product requirements, management system and safety production, environmental protection and social responsibility, personnel training, product sales and after-sale service, and supervision and management.
In terms of production and operation conditions, the average profit rate of enterprises in the past three years should be no less than 6%.The production process and equipment shall conform to the requirements of the national industrial policy, and shall not produce products explicitly phased out by the state.
In terms of technological innovation ability, sewage treatment enterprises should have a stable cooperation mechanism with r&d institutions, universities and scientific research institutes.Should be equipped with corresponding full-time research and development personnel, among which the scientific and technological personnel engaged in sewage treatment field research and development should account for more than 6% of the total number of enterprise employees or not less than 100;In the past three years, equipment enterprises' annual investment in sewage treatment research and development accounts for no less than 3% of their sewage treatment equipment sales and no less than 20 million yuan for engineering enterprises.In the past three years, the enterprise has obtained 1 authorized invention patent or 10 utility model patents (including software copyright) in the field of sewage treatment, or mainly undertook to complete 1 national science and technology project in the field of sewage treatment.Environmental monitoring instrument manufacturing enterprises are required to have independent research and development and innovation capability, establish research and development institutions such as technology center and engineering research center, or form a stable cooperation mechanism with the technical research and development of universities and scientific research institutes.Should be equipped with appropriate full-time research and development personnel, which accounts for not less than 10% of the total number of enterprise employees;In the past three years, the annual investment in research and development accounted for no less than 6% of the total sales revenue or no less than 20 million yuan.In the past three years, the enterprise has obtained no less than 10 authorized patents (including software copyright) in the field of environmental monitoring instrument manufacturing (including no less than 1 authorized invention patent).
In terms of product requirements, equipment enterprises are required to have the production, processing and testing equipment required for product manufacturing, the ability to accurately test product performance, reliability and other aspects, and the conditions and systems for testing the quality of outsourced and purchased products.The engineering enterprise should have the condition and system of testing the quality of outsourcing and outsourcing products, and have the ability of testing the effect and reliability of complete sets of equipment.Products shall conform to relevant standards.Enterprises should comply with relevant laws and regulations such as intellectual property protection in the process of r&d and production.It is required that the environmental monitoring instrument manufacturing enterprises should have the production, processing and testing equipment required for product manufacturing, the ability of accurate inspection of product performance, reliability and applicability, as well as the conditions and systems for the inspection of external co-processing and the quality of purchased products.Products shall conform to relevant standards.Enterprises should comply with relevant laws and regulations such as intellectual property protection in the process of r&d and production.
In terms of environmental protection and social responsibility, it is required that the treatment and protection of waste water, waste liquid, waste gas, solid waste as well as dust, noise and radiation generated in the production process of enterprises should conform to the standards set by the state.The products produced during the use process do not cause harm to the ecological environment and the health of users, and do not cause secondary pollution.
In terms of product sales and after-sale service, it is required that the enterprise should have a perfect product sales and after-sale service system, and the after-sale service should be strictly implemented in accordance with relevant national regulations.
Enterprises can apply for standard conditions voluntarily.The ministry of industry and information technology is responsible for the standard management of the national environmental protection equipment manufacturing industry and publishes the list of enterprises that meet the standard conditions in the form of an announcement.The competent provincial industry and information technology authorities shall be responsible for the standard management of the environmental protection equipment manufacturing industry in the region according to the standard conditions and relevant laws, regulations and industrial policies.
About reporting time and procedure.The ministry of industry and information technology will issue notification of declaration in batches according to the development of the industry and work arrangement. According to the notification, the enterprise will submit the declaration materials to the local competent department of industry and information technology.The provincial department of industry and information technology shall submit recommendations to the ministry of industry and information technology after examining the application materials.
The list of announced enterprises shall be subject to dynamic management.The ministry of industry and information technology is responsible for the dynamic management of the list of announced enterprises;Local competent industrial authorities at various levels shall be responsible for the supervision and inspection of the enterprises in their respective areas announced;Public sectors of the community to the announcement of enterprise supervision.
